The proposals contained in the Chief Justice's Memorandum of the 14th. of March are merely reiterations of points advocated by him in his minute of the 26th. August, 1905, and they have been so fully criticised by Sir Havilland de Sausmarez and Mr. R. W. Mansfield that it is unnecessary for me to comment upon them.

Personally I do not think that any useful object can be served by carrying the matter further than Sir Matthew Nathan has taken it.
